If you're seeing the weird characters in tags, it's probably because of back link spider. If you have access to the database, you should be able to go through it and delete the tables for the weird looking links.
If you have phpmyadmin, it's even easier

In all the descriptions to the video there are strange characters, if I delete a database of all the characters that will remain without any description, there is what some ways to remove them? And a description of how to increase up to 100 characters?

I don't know how you're adding descriptions, but I have no issues adding any amount of description. You can also go into the database and modify all of your descriptions.
If it's in the description, then you need to edit the description itself. Maybe it's the language/locale you're using? The admin would have to look at it deeper since it's his code.
I thought you were talkin about weird tags created by the backlink spider. I drop the tables for those tags specifically, not the database itself
